Human Rights, Russia, and the WTO

If Russia receives World Trade Organization Membership (WTO), Congress should repeal the Jackson-Vanik Amendment because the United States can only benefit from Russia’s WTO accession if it grants Russia normal trade relations status. Not repealing the Jackson-Vanik Amendment would allow Russia, under WTO rules, to deny the United States most-favored status and enable it to discriminate against U.S. companies, putting U.S. companies at a competitive disadvantage to their international competitors seeking trade with Russia. The U.S. can also use this opportunity to improve human rights in Russia by sanctioning Russian officials responsible for human rights abuses by freezing their U.S. assets and tying foreign assistance to press freedom.
