Funding and the Policies of “Infidels”
In light of the current crisis between the U.S. administration and Egypt’s Supreme Council of Armed Forces (SCAF) over the issue of “foreign funding,” as the media refers to it, a similar scene from years ago came to mind. I recalled the Iraqi Minister of Information who, before the fall of Baghdad during the Anglo-American war in Iraq, directed a speech to the U.S. military, describing them as “infidels” and emphasizing the pain and disaster they would suffer if they tried to enter Baghdad. When Baghdad fell, the Minister of Information, Muhammed Saeed Al-Sahaf, left Iraq under the protection of the American “infidels” to a permanent residence in Britain.
A stronger, more stringent scene developed when the military police forces in Egypt, under the leadership of General Hamdi Badin, broke into the headquarters of American and Egyptian human rights organizations as if in conquest to rid the country of foreigners and outlaws. This became a baseless, media-oriented whistleblowing act that blamed organizations for accepting foreign money to disrupt the life and infrastructure of civil society and destroy social peace.
Thus, the onset of a new series of prosecutions against activists, human rights defenders, and civil society organizations sought to discredit them, building on the oppressive measures formerly carried out under the Mubarak regime. These are the organizations that have been dedicated to detecting torture cases in Egyptian prisons and consequently paid the price of being detained during the Mahala strike of 2008. During a time prior to the revolution when we were exposed to harassment, arrests and abductions by the repressive security apparatus, only these organizations stood by us against these vicious attacks of the failing system.
The Military Council and its followers are creating a hostile and antagonistic environment for any organization working in the field of human rights, labeling them as agents of the Americans who are accepting foreign money and are working to sabotage the country. Their only goal is to eliminate those who struggled for years against the oppression and injustice of Mubarak and the military rule that followed.
Though unintentional on the part of the military, this commotion has revealed that the Egyptian military stands at a distance from the U.S. administration, which adopts a policy of democracy based on the acceptance of others rather than exclusion and deportation. The military’s uncharacteristic rejection of the U.S. policy is in part due to the lack of acceptance of external interference in Egyptian affairs. In actuality, the military is defending the interests of their overthrown leader and is working to achieve a guarantee that they will not be subjected to future monitoring or charges for crimes that may amount to treason. Thus, from the military’s perspective, the only guarantee for their safe withdrawal is through an unofficial transfer of power to the Islamist forces. While the Islamist parties espouse an anti-American stance, they are in reality willing to cooperate with anyone, even the devil, if it serves their own interests.
Referring back to the legal case of foreign funding, the entanglement of the judicial branch in the issue instigated further public anger. It was viewed as an attempt to place blame on the judicial branch to divert attention from the military. The negative state media campaign targeting these organizations was not an attempt to interfere with the judge’s ruling, but rather to expose the corruption of the judges, shifting attention from the military to another corrupt entity and creating a new public enemy. By doing so, the military made sure to destroy any chances of civic engagement and legal rights of the accused. Therefore, by discrediting the courts and silencing civil society, the military has given voice to loud and eccentric Islamists, who were formerly considered violent. Now, the Islamists are claiming that Egypt’s judges are unreliable in monitoring the referendum process, the writing of the Constitution, and the upcoming presidential elections. They are further suggesting that religious Imams, not judges, monitor the upcoming elections, claiming that they will be fair and just.
From the beginning, the issue of foreign funding had nothing to do with common interests between Egypt and the United States, but rather the narrow interests amongst the leaders of the two states. Therefore, the United States should not cooperate with the Islamists. They should stand with the people, the marginalized and the vulnerable. The United States should rearrange their cards and adjust their vision in dealing with the forces of political Islam in Egypt.

فى ظل الأزمه الراهنة بين الإدارة الأمريكية والمجلس العسكري حول ما يسمى إعلاميا بقضية “التمويل الأجنبي” قفزت إلى عقلي سريعا مشهد وزير الإعلام العراقي أبان الحرب الأمريكية البريطانية على العراق وقبيل سقوط بغداد كان يخرج ذاك الرجل موجها خطابة إلى الجيش الأمريكي واصفا إياهم “بالعلوج” ويتوعدهم بكثير من الألم والكوارث التي سوف تلحق بهم إن أصروا على دخول بغداد، وسقطت بغداد وخرج الصحاف فى حماية الأمريكان العلوج إلى مقر إقامته الدائمة ببريطانيا.
نفس المشهد كان أكثر قوة وصرامه حين قامت قوات الشرطة العسكرية بمصر بقيادة الجنيرال حمدي بدين قائد الشرطة العسكرية بإقتحام مقرات المنظمات الحقوقية الأمريكية والمصرية على حد سواء وكأنه الفتح المبين لبلاد الفرنجه والخوارج وأصبح الإعلام الموجه ينفخ فى بوق الوطنية المعزولة ويضق نواقيس فارغة المضمون والمعنى محملا تلك المنظمات العميلة التي تجلب الأموال من الخارج لإفساد الحياة والبنية التحتية للمجتمع المدني وتخريب السلم الإجتماعي على حد تعبيراتهم الواهية وبداء مسلسل جديد من الملاحقات ضد النشطاء والمدافعين عن حقوق الإنسان بمصر لتشوية سمعة النشطاء والمنظمات التي كانت هي الدرع الواقي قبل وبعد الثورة من بطش نظام مبارك والعسكر فتلك المنظمات هي التي كانت تعمل بجهد وتفانى فى الكشف عن قضايا التعذيب بالسجون المصرية وهم أيضا من تحملوا الدفاع عن معتقلي إضراب المحلة 2008 وحين كنا نتعرض للملاحقة والقبض والإختطاف قبيل الثورة من قبل أجهزة الأمن القمعية (أمن الدولة ) كانت تلك المنظمات وحدها هي من تقف معنا ضد هذه الهجمات الشرسة من نظام كان يتهاوى.
المجلس العسكري وزبانيته من خلق روح معاديه ضد أي منظمة تعمل بمجال حقوق الإنسان ووصفها دوما بالعمالة للأمريكان وجلب الأموال من الخارج والعمل على تخريب الوطن ليس له أي معول سوى القضاء على من ناضلوا لسنوات ضد بطش وظلم مبارك ومن بعده حكم العسكر.
ليس المقصود من هذه الضجة الإ التأكيد على أن العسكر يقفون على مسافه بعيده جدا من الإدارة الأمريكية إن تمسكت إدارة أوباما بديمقراطيه حقيقة تقوم على قبول الجميع دون أقصاء أو إبعاد وهذا مالا يقبل به العسكر ليس من كون هذا تدخلا فى الشأن المصري لأن هذا الأمر محط سخرية لآن العسكر لا يعنيهم أي سيادة وطنيه وأصبح ردائهم العسكري ليس الإ زينه لا تحمل أي معاني من شرف العسكرية أو كونهم المدافعون عن الأوطان.
بل هم يدافعون عن قائدهم المخلوع ويعملون بكل جهد للحصول على أكبر مكاسب تضمن عدم ملاحقتهم فيما بعد بتهم وجرائم قد ترتقى إلى مرتبه الخيانة العظمى و فالعسكر لا يرى أي ضمانه لخروجه وعدم ملاحقته الإ من خلال تسليم غير معلن للسطه لقوى إسلاميه معاديه فى ظاهرها للسياسات الأمريكية ولكنها فى حقيقة الأمر على أتم الإستعداد على التحالف والتعاون مع الشيطان ذاته من أجل مصالحهم الخاصة فقط.
فأن تورط القضاة فى إشكاليه تحمل غضب شعبي كثيف ناتج عن حشد موجه من قبل الإعلام الرسمي ضد هذه المنظمات وبعدها يعول على أن ماحدث ليس تدخلا فى أحكام القضاة ويعول على فساد بعضهم هو خلق جديد لعدو مصطنع يبعد الشبهه عن العسكر بعض الوقت ويكسر أهم ضمانه لدى المواطنين فى الحصول على حقوقهم وخاصة بعد تلك القضية خرجت بعض الأصوات المغاليه من التيارات الإسلامية التي كانت تستخدم العنف فى الماضي القريب إلى أن قضاة مصر ليسوا محل ثقه فى المراقبة على الإستفتاء على الدستور والإنتخابات الرئاسية القادمة بمصر ويجب أن يتم إستبدالهم بأئمة المساجد لأنهم أكثر عدلا ونزاهة.
فإن قضية التمويل من بدايته إلى نهايتها ليس لها أي علاقه بالمصالح المشتركة بين مصر أو أمريكا على مستوى الشعوب وإنما المصالح الضيقه بين القيادات فى تلك الدولتين ، وبناء عليه فلا ينبغى على الإدارة الأمريكية أن تتعاون معى هؤلاء بل وجب عليها إن كانت حقا تقف مع الشعوب والمهمشين والمستضعفين وتعيد ترتيب الأوراق والرؤية الجيدة فى التعاملات مع قوى الإسلام السياسي بمصر.
